The irony of being a job consultant

Most of the job consultants in the market don’t have any work experience from any other field apart from HR. They simply enter into consultancy because they couldn’t get a job based on whatever they have learnt. This is the last option for any qualified candidate to earn a substantial amount by doing nothing. I feel like they will not even be able to properly place a good dog in a particular home that needs security.
